App Layering elastic shortcuts

This feature enables App Layering admins to assign elastic app layers to appear as shortcuts on the desktop. When configured this way, the layers will be delivered to the machine at launch-time, instead of attaching them all during user login.

Elastic shortcuts will reduce user login times, and provide an improved end-user experience as the elastic apps will be grouped together on the user's desktop.
